U.N. experts say the presence of Rwanda’s forces violates the sovereignty and territorial integrity of the Democratic Republic of the Congo and implicates the Rwandan government in crimes committed by the M23. The Congolese have long accused Rwanda of backing the M23, which has been accused of the mass killing of civilians.
